Lincolnshire County Council’s (LCC) Independent Travel Training (ITT) program has given Harvey Horton, a 15-year-old from Stamford, a new level of freedom and independence. Now able to use public transport independently, Harvey earned the prestigious Independent Travel Award after months of dedication and support from his trainer.
Harvey, a student at Willoughby Academy in Bourne, worked weekly with his LCC trainer, Alison, to master routes and develop confidence in public transport. Together, they practised real-life travel scenarios on planned routes, covering road safety and bus schedules and handling unexpected situations—such as a missed stop or late bus.
Trainer Alison praised Harvey’s commitment, saying, “Harvey’s dedication each week, even in the rain, was remarkable. His confidence and independence have grown tremendously, making him a true ambassador for the ITT program.”
Harvey can now travel independently thanks to his hard work, a life-changing step his family sees as invaluable. His mother, Kelly, shared, “This program has boosted Harvey’s confidence immensely.”

Councillor Richard Davies, LCC Executive Member for Transport, emphasized the program’s impact: “Harvey’s achievement is a testament to the LCC’s commitment to life-enhancing initiatives that equip residents with real-world skills. The ITT program is one of many ways to ensure everyone in Lincolnshire can lead more independent, fulfilling lives.”
